The method comprises the following steps: acquiring a user selection scheme by using a user and data stream combined selection algorithm; determining a transmission channel coding scheme and a receiving channel coding scheme through an OSDM (Orthogonal Space-division Multiplexing) algorithm and the user selection scheme, converting a communication channel into non-interfering equivalent channels, and maximizing the gains of the equivalent channels; modulating a transmission signal of each data stream of each user through the equivalent channels through a modulation scheme, acquiring a bit error rate (BER), and establishing an optimization model; performing iteration on a base station transmission rate in a way of increasing the quantity of data streams by adopting a bit and power combined allocation algorithm in combination with the optimization model according to the user selection scheme, and stopping iteration when the base station transmission rate reaches a maximum value. By adopting the method, the total transmission rate of a system is maximized on the premise of ensuring the channel quality (the BER meets a certain requirement) without additionally increasing the power.
