The vegetation plates are designed into inverted V shapes, rain can conveniently slide off the two ends of the vegetation plates, and the situation that rain cannot be discharged in time through overflow holes in the two sides when rain is too much is avoided. The overflow holes are formed in the sealed ends on the outer sides of two sub-plates, and too much rain is discharged out of wedge-shaped grooves to be collected by water collecting bags hung on the two sides. In the seasons with little rain, control valves can be opened to replenish water to a whole slope face needing care through drip irrigation pipes to ensure moisture required by growth of plants and reduce the water conveying cost.
