The mechanical reversing device comprises a first clutch connected with an input shaft, a first gear meshed with the first clutch, and a second gear meshed with the first gear. The mechanical reversing device further comprises a second clutch connected with the flywheel energy storage device, and a third gear meshed with the second clutch. The first clutch and the second clutch are coaxially connected. The second gear and the third gear are coaxially connected, and a third clutch is arranged between the second gear and the third gear. The mechanical reversing device makes a transmission shaft output torque in the same direction under the conditions of forward rotation and reverse rotation, and therefore reliability is guaranteed under a high-power working condition. The flywheel energy storage device is used for storing and releasing energy so that the power interruption defect can be overcome, and the fluctuation of the rotation speed of a pump-controlled motor can be inhibited as well.
