The fluid at an eddy-flow aerification state is carded and rectified through an antifouling and anti-vortex overflowing plate, an anti-vortex stream guidance pore plate, a rectifying and carding element assembly plate equipped with fluid rectifying and carding elements, and a stream guiding element assembly plate equipped with waterhead limiting and guiding elements; the antifouling and anti-vortex overflowing plate, the anti-vortex stream guidance pore plate, the rectifying and carding element assembly plate and the stream guiding element assembly plate are arranged in parallel inside an inner cavity of the device; a pressure difference between the atmospheric pressure always maintaining a constant pressure and the pipeline which is exposed out of a water surface and always at a vacuum state is then combined, and under pulling of a potential energy generated at a downstream net water head, the fluid is conveyed at a high flowing speed.
