The telescopic debugging cutter head includes a sleeve and a debugging cutter head, the debugging cutter head is arranged in the sleeve and has a tip for debugging which protrudes out of the bottom of the sleeve, there is provided radial spacing between the inner wall of the sleeve and the outer wall of the debugging cutter head, and the top of the sleeve is fixedly connected with a flexible bar.
