The device comprises a coal sample container, an opening device, a gas pressure testing system and a gas supplying or discharging system. The coal sample container is used for storing testing pulverized coal, the opening device is used for instantaneously reducing the pressure of the coal sample container, the gas pressure testing system is used for recording the pressure of gas of the coal sample container and the pressure of gas of an isolation cavity of the opening device in real time, and the gas supplying or discharging system is used for supplying or discharging the gas of the coal sample container and the gas of the isolation cavity of the opening device. The method includes the following steps of 1, installing the opening device; 2, installing the gas supplying or discharging system; 3, installing the gas pressure testing system; 4, loading the pulverized coal, and closing a coal loading opening; 5, carrying out gas impermeability testing; 6, enabling pulverized coal gas to achieve adsorption balance; 7, carrying out pulverized coal gas desorption pressure testing.
