The rubber coat boot failure regulating method comprises the following steps of determining a disengaging position of an original elastic supporting block component, wherein the original elastic supporting block component comprises a first supporting block and a first rubber coat boot which coats the exterior of the supporting block, and the rubber coat boot is used for providing certain elasticity and is attached to a track bed; loosening a fastening system; lifting a steel rail; taking out the original elastic supporting block component; and mounting the novel elastic supporting block component, wherein the novel elastic supporting block component comprises a second novel supporting block, an elastic tie plate and a second rubber coat boot, the elastic tie plate is positioned at the bottom of the second supporting block, and an epoxy resin layer attached to the track bed is arranged around the second rubber coat boot. In the novel elastic supporting block component, the epoxy resin layer is bonded around the second rubber coat boot and around the upper part of the second supporting block. According to the invention, the technical problem that the original supporting block fails to be disengaged from the rubber coat boot is solved.
