A pattern and history analysis device detects the content of decoded pixels of multiple histories or analyzes previous historical information, and thus a predictive value and a current history are generated. A predict-value difference device subtracts a current encoding pixel and the predictive value to generate a predict-value difference. A bit rate control device is adapted to a compression rate according to a final_bits and outputs a suggest_bits. A mapping device is connected to the pattern and history analysis device, the predict-value difference device, and the bit rate control device. According to the predict-value difference, the current historical information and the suggest_bit, an index is calculated and generated.
