The device comprises a time receiving module, an IRIG-B code output module, an IRIG-B code receiving module, a time output module, a coding and decoding module and a constant temperature crystal oscillator; the signal input end of the coding and decoding module receives TOD time and second pulses, synchronous frequencies and IRIG-B direct current codes respectively coming from the time receiving module, the constant temperature crystal oscillator and the IRIG-B code receiving module; the signal output end of the coding and decoding module outputs the IRIG-B direct current codes and the TOD time and second pulses respectively to the signal input ends of the IRIG-B code output module and the time output module.
