The system comprises a control module which is used for integrating and processing information, and a satellite module, a Beidou module, a key module and an information storage module which are connected with the control module. The key module inputs a sending start signal. The signal is analyzed by the control module. The control module integrates short message content by obtaining current Beidou module information, and the short message text content and receiver phone number information of the information storage module. The control module transmits the integrated short message content to the satellite module. The satellite module sends a modulation signal. Through application of the system and the method, there is no need to worry about that no ground network coverage exists, under an emergency, a call for help can be sent through satellite communication, and the problem that there is no time for compiling the short message and informing a receiver of location information can be avoided.
