The production device comprises a paper tape flattening mechanism for flattening a paper tape, a paper tape feeding mechanism, and a paper gasket punching mechanism. The paper tape flattening mechanism consists of at least one lower flattening roller group and at least one upper flattening roller group. The feeding mechanism includes paper tape conveying belts arranged at two sides of a paper tape and pinch rollers cooperating with the paper tape conveying belts. The punching mechanism includes a die body and a pressing head arranged above the die body. A paper gasket recycling bench is arranged at the side of the output end of the die body; a hollow-out window is arranged at the middle part of the paper gasket recycling bench; and a recycling device is arranged at the bottom of the recycling bench and is located right below the hollow-out window.
