The invention discloses a leakage current detecting device and vehicle charging equipment, wherein the leakage current detecting device comprises a leakage current coupling module, a voltage conversion module, an amplification module, a comparison module, a reference voltage module and a processing module, wherein the leakage current coupling module is used for coupling leakage current of the vehicle charging equipment so that the voltage conversion module converts the leakage current to to-be-detected voltage. After the to-be-detected voltage is processed by the amplification module, to-be-compared voltage is obtained. The comparison module determines whether the to-be-compared voltage exceeds a preset value, if yes, the comparison module determines a fact that the leakage current causes injury of personnel in contact with the vehicle charging equipment, and the comparison module transmits an emergency instruction to the processing module. The processing module is used for displaying the to-be-compared voltage and stops operation of the vehicle charging equipment after the emergency instruction is received, thereby realizing detection and response to the leakage current, and preventing injury of the personnel in contact with the vehicle charging equipment caused by the leakage current on the vehicle charging equipment.
