The ship berthing anti-collision and shock-absorption device is characterized in that a plurality of hydraulic cylinders are universally hinged to a base; the base is further provided with guide mechanisms; the hydraulic cylinders and the guide mechanisms are all connected with buffering layers; the buffering layers are connected with contact layers making contact with the sides of the ship; and the contact layers are in rolling friction with the sides of the ship.
