A one-time frequency modulation control strategy based on the pitch control is taken into consideration, and electrical power system equivalent inertial time constants in different wind power permeability are calculated and solved. By the combination of the models and parameters, an improved SFR frequency response model is constructed, and a closed-loop system transfer function is calculated and solved according to the improved SFR frequency response model, wherein power shortage disturbance serves as input and system frequency deviation serves as output, and therefore a system frequency deviation frequency domain / time domain analytical solution is calculated under a sudden load increase step response.
