The embodiment of the invention provides a horizontal well sectioning multi-cluster perforating and fracturing optimizing method and device and relates to the field of oil and gas field capacity expansion revamping. The method comprises the steps that an inter-cluster flow dynamic distribution model is built, and fluid pressure in cracks is calculated; a stress interference model is built; in terms of the stress interference model and the inter-cluster flow dynamic distribution model, a multi-cluster fracturing crack dynamic extension model is built; and a multi-crack simultaneous expanding step length model is built, and construction parameters meeting the multi-cluster fracturing crack dynamic extension model are substituted into the multi-crack simultaneous expanding step length model to obtain optimal construction parameters. By utilizing the multi-cluster fracturing crack dynamic extension model, the construction parameters according with conditions can be selected, then by utilizing the multi-crack simultaneous expanding step length model, the expanding step length and the angle are calculated, and the optimal construction parameters are selected. The defect that in the prior art, during constructing, it is considered that all clusters of cracks can extend effectively is overcome, and the parameters such as the cluster spacing and the perforating mode can further be selected optimally.
