The device comprises a waveform processing module, a signal compensation module and a noise power estimation module. The waveform processing module is used for sampling an analog signal, converting the analog signal into a first digital signal and outputting the first digital signal to the noise power estimation module. The noise power estimation module is used for converting the first digital signal into a second digital signal and outputting the second digital signal to the signal compensation module. The signal compensation module is used for subjecting the signal components of the second digital signal to the synchronous tracking and the reverse-phase compensation so as to generate a third digital signal and outputting the third digital signal the to the noise power estimation module. The noise power estimation module is used for estimating and metering the average power of the noise according to the third digital signal. According to the technical scheme of the invention, the key component of the noise is extracted by utilizing a signal itself, and then the average power of the noise is estimated. Through the adaptive estimation and the compensation of the signal waveform, the dependency of the noise power estimation on the signal strength is reduced.
