The method includes the following steps: when a wireless signal jammer is turned off, an antenna and a radio frequency receiving module acquiring the signal intensity and the frequency spectrum trajectory of the down link of respective frequency bands of a communication base station with a test region, and saving the signal intensity and the frequency spectrum trajectory data to a storage device; turning on a wireless signal jammer, and acquiring the signal intensity and frequency spectrum trajectory of corresponding frequency bands for a second time and saving the signal intensity and frequency spectrum trajectory data to the storage device; obtaining the differences of frequency sampling points of the frequency spectrum trajectory in circumstances when a signal is jammed and prior to the jamming of the signal, and comparing respective differences to obtain the difference of the smallest different point, and determining the jamming effects and safety level of the site by comparing the smallest difference and reference points.
