The method comprises the steps that a base station carries out the downlink transmission of a synchronization signal, system broadcast information and corresponding control signal information in a mode of lower power density and wideband spread spectrum through employing the CDMA (code division multiple access) technology and a regional beam, and searches a currently usable spare frequency point of a high-speed business signal for transmission through employing the narrow-band FDMA (frequency division multipleaccess) technology. The system can coexist with other existing satellite mobile communication systems in a better way, and the broadband CDMA technology is used in the regional wave beam, thereby reducing the number of transmitting channels, and achieving a power-saving effect. The FDMA+TDMA technology is employed in a point wave beam, and all transmitting channels are switched off in an unoccupied service time gap, thereby achieving the power-saving effect.
