The method comprises the steps that when an offline electronic wallet performs consumption on a consumption charge machine, the consumption charge machine judges whether the balance of the offline electronic wallet is lower than a preset amount or not; if yes, the consumption charge machine judges whetheran identifier of the offline electronic wallet is in a guarantee deposit blacklist or not, and if not, according to a preconfigured recharge amount, the offline electronic wallet is recharged, wherein the guarantee deposit blacklist stores the identifier of the offline electronic wallet with a guarantee deposit amount of zero in a guarantee deposit account; and when the guarantee deposit amount in the guarantee deposit account is not zero, the recharge amount is equal to the guarantee deposit amount.
