The present invention discloses a system and a method for P2P (Peer to Peer) video-on-demand based on a RTSP (Real Time Streaming Protocol), and relates to the field of internet multimedia. The systemcomprises an STB, a content source station, a Tracker and a plurality of Peer nodes. When the STB sends a RTSP request to the content source station according to user video-on-demand, the request isintercepted, and the request is redirected to the Tracker; if the user video-on-demand is the video-on-demand for the first time, the Tracker returns a URL of the content source station to the STB forplay; when play is performed, the Tracker caches the corresponding RTSP content and distributes the RTSP content to a selected Peer; the Tracker records a storage relation of the Peers and the RTSP content to a Peer list; when the content is subjected to video-on-demand again, the Tracker searches a Peer list where all the fragments of the RTSP content are located, and the Peer node where the STBis located selects a Peer node request for outflow according to the Peer list.
