When two or more phase modifiers operate in a substation, reactive power of the phase modifiers in open-phase operation is adjusted to be close to zero, and meanwhile, the transmitted or absorbed reactive power of the other phase modifiers in perfect phase operation is adjusted to meet supply of the reactive power of a system; and when one phase modifier operates in the substation, the reactive power of the phase modifier is not adjusted in open-phase operation, current conditions, suchas negative sequence current and zero sequence current are judged, the phase modifier is tripped through direct action when the current conditions are met, and an alarm signal is given when the current conditions are not met.
