A vehicle capture camera is utilized to capturetravelling vehicles in real time to obtain characteristic information of the vehicles; real-time tracking positioning data of the vehicles are obtained through an omni-directional tracking and detection radar; a data acquisition and analysis processor extracts preset overspeed rules in a cloud processing server to judge whether the vehicles overspeed or not, conducts target lock and tracking on the overspeed vehicles, judges whether the vehicles illegally occupy a lane and overtake or not by combining with vehicle images of the vehicles, and generates alarm information to be reported to the cloud processing server so as to remind the vehicles to decelerate and remind the front vehicles on the same lane to avoid the overspeed vehicles, and thus vehicle accidents are avoided; and the cloud processing server records the starting time, the overspeed time and overspeed road sections of vehicle overspeed in time according to the alarm information, stored alarm videos, and vehicle travellingpaths collected and formed by the omni-directional tracking and detection radar distributed in a full path mode, the alarm information is formed in time, and thus vehicle accidents are avoided.
