The pavement is of a three functional gradient structure which comprises a self-stressrubber asphalt concrete layer, a carbon black / carbon fiber / rubber compound modified concrete layer and an electromagnetic shielding layer from top to bottom; the self-stress rubber asphalt concrete layer comprises asphalt concrete and rubber particles; the carbon black / carbon fiber / rubber compound modified concrete layer comprises concrete, carbon black, carbon fibers and rubber particles; the electromagnetic shielding layer comprises concrete, slag and steel fibers. The pavement can be warmed and heated quickly in an electrified or an externally added electromagnetic field environment, so that the problems that the deicing efficiency is low and the pavement is easy to damage as pavements in an airfield runway and a reservoir area in a high cold region in winter are solved.
