The preparing method comprises the following steps of 1, preparation of a fabric layer, wherein the fabriclayer is at least composed of upper-layer non-woven fabric and lower-layer non-woven fabric, the upper-layer non-woven fabric is dried after being soaked with a medicine liquid for a predetermined time, a medicine agent is sprayed to the lower-layer non-woven fabric through a spraying device, and then the upper-layer non-woven fabric and the lower-layer non-woven fabric are compounded; 2, preparation of the upper structure, the middle structure and the lower structure of the paper diapers; 3, compounding and aftertreatment of the upper structure, the middle structure and the lower structure ofthe paper diapers, wherein the medicine liquid is prepared from, by weight, 10-30 parts of cortex phellodendri, 20-50 parts of rhizoma coptidis, 20-40 parts of powder of radix trichosanthis, 30-40 parts of honeysuckle flowers and 50-80 parts of hyacinthus orientalis; the medicine agent at least comprises wormwood ash.
