The device comprises a left base, a right base, a reference conductor I, a reference conductor II, an ice melting resistance wire, a bearing, a tapered connection body, a sliding connector, a gravity sensor I, a gravity sensor II, a mounting bracket, acentral control system and a fixed crossbar. The device is based on the dielectric properties of an ice layer; the two rotatable reference conductors form two electrodes; after the reference conductors are coated with ice, a medium between the two electrodes changes, so the dielectric properties of the two electrodes change; a variable frequency power source is applied to two ends of the electrodes; micro current between the electrodes is measured through a picoammeter; when an ice coating type and thickness change, the current between the electrodes also changes; and relationships between thefrequency of the current between the electrodes, the ice coating type and the thickness are established, the ice coating state of the reference conductors can be obtained.
