The display energy saving device comprises an average image level calculation module which is configured to calculate an average image level value frame by frame according to inputted display data; a display data sampling and storage module which is configured to sample the inputted display data according to preset sampling pointsand store the sampled data; an image discrimination module which is configured to determine that a display image is a dynamic image or a still image according to the change of the sampled data and the change of the average image level value; an energy saving algorithm module which is configured to adjust the inputted display data according to a preset energy saving algorithm through a display image discrimination result; a display data arrangement and processing module which is configured to arrange and process the display data adjusted by the energy saving algorithm module and output the display data. The present invention also provides a corresponding display energy saving method.
