The production device comprises a bottom net, a first guide roller group, a second guide roller group,a first forming net, a second forming net and a starch spraying mechanism, wherein both the first guide roller group and the second guide roller group are disposed above the bottom net, the first guide roller group is sleeved by the first forming net, and the first guide roller group is sleeved by the second forming net; first wet paper web is introduced on the bottom net through the first forming net, second wet paper web is introduced on the bottom net through the second forming net, and the starch spraying mechanism comprises a spray pipe and a preparing system for preparing starch into astarch liquid; and the preparing system is connected with the spray pipe, the spray pipe is disposed between the first guide roller group and the second guide roller group, and the spray pipe is arranged above the bottom net.
