According to the method, multi-period scheduling is adopted, and scheduling arrangement is carried out by utilizing new energy excitation electricity price and self flexibility, so that the self incomeis maximized. The method specifically comprises the following three parts: a power grid dispatching layer, used for issuing dispatching capacity and tasks through an information acquisition system toobtain electric power; an aggregator decision-making layer, used for realizing the interaction between the power grid and users by formulating a scheduling protocol, distributing and reporting schedulable capacity meeting the requirements of the power grid to the power grid scheduling layer, and issuing a scheduling plan to the load response layer; and a load response layer, used for collecting power utilization information and receiving a scheduling signal through an intelligent control terminal according to a protocol signed with the aggregator and in combination with own habits and requirements, and executing a scheduling task of the aggregator.
