The device comprises a workbench frame,a wheel pair positioning unit, a V-shaped groove seat plate, a wheel pair elastic positioning unit, a plurality of bearing box supporting units and an elevated device, wherein the wheel pair positioning unit is used for supporting a wheel tread formed by wheel pairs; the V-shaped groove seat plate is used for supporting a wheel flange formed by the wheel pairs; the wheel pair elastic positioningunit is used for fixing the wheel base; the bearing box supporting units can be used for supporting axle boxes formed by the corresponding wheel pairs; the elevated device is used for positioning andhoisting a framework assembly to a falling station; and after the framework assembly and the wheel pair assembly fall, a pressing-in mechanism is used for compressing a primary axle box spring of thebogie.
