The method comprises the steps thata core layer melt containing a first colorant and a sheath melt containing a second colorant are prepared; a spinneret plate comprising a first spinneret hole and a second spinneret hole is selected;under a set temperature condition, the core layer melt flows through the first spinneret hole, the sheath layer melt flows through the core layer melt, and a first intermediate product is formed at the outlet of the first spinneret hole and the outlet of the second spinneret hole; and after post-treatment is performed, the filament or short fiber of the eccentric sheath-core type colored fiber isobtained. The device comprises the spinneret plate.
