The method comprises the steps that a sensor is used for collecting moving object motion data, a to-be-monitored area is divided into aplurality of task subareas where gathering possibly occurs, and the unmanned aerial vehicle is carried by a vehicle to reach the subareas; the infrared temperature measurement unmanned aerial vehicleis launched to scan the subareas, and suspected gathering places are preliminarily marked; a flight path of the unmanned aerial vehicle is planned and detected to perform image data acquisition on a suspected aggregation point; an efficient distribution scheme is calculated for the collected image data processing tasks, pattern recognition is carried out in combination with the calculation capabilities of the unmanned aerial vehicle, the vehicle and the dispatching center, and to-be-dispelled places are screened out; and finally, the unmanned aerial vehicle with camera shooting and broadcasting equipment is manually controlled to arrive at the to-be-dispelled place to observe and dispel the crowd.
