The method provided by the invention comprises steps: based on priori expert knowledge and emergency plans of different disasters, establishing an urban public event chain abstract meta-model; determining a relationship between events in the city public event chain abstract meta-model established in the step S011 according to an event association matrix established by domain experts; finally, obtaining an event chain abstract meta-model database; establishing an urban public safety event chain database of a target city according to the event chain abstract meta-model database. According to the method, the decision paths of the events in the urban public safety event chain database of the target city are optimized, secondary, derived and possibly associated subsequent events in the event chain can be quickly determined, and the decision efficiency and the emergency response effect are improved.
