The method comprises steps of carrying out the satellite-to-ground signal coarse synchronization through employing a second pulse of GNSS satellite timing; determining a search range of the ground receiving data in the satellite uploading and downloading data according to the precision of satellite-ground signal coarse synchronization; in the determined search range, feature code calculation being started from the first chip of the feature code carriedin the satellite uploading and downloading data till the whole search range is traversed, and a traversal result being outputted; solving a maximum correlation value according to the output traversalresult, and determining a position corresponding to the maximum correlation value; and determining the position corresponding to the maximum correlation value as a precise time synchronization position to finish precise synchronization of the satellite-ground signals. The method is advantaged in that synchronous light does not need to be added, and requirements for light path equipment and resources are reduced.
