The system involves a sensor module, a safety control module, a detonating module and a power supply module, wherein the sensor module is used for detecting a recoil acceleration generated when a projectile is launched and a minus acceleration in the process that the projectile penetrates through a layer and transmitting the recoil acceleration and the minus acceleration to the safety control module; the safety control module comprises a controller and a memory; the memory is used for storing an instruction and storing a threshold value of minus accelerations obtained when the projectile penetrates through different target layers; a time window is arranged in the controller, and a first static switch is turned off if the acceleration reaches a set threshold value during launching; a delay static switch is turned on in a delay mode; when a target is hit, through the detected minus acceleration and the threshold value of the corresponding target layer and in a layer count mode, a dynamic switch is turned off and a detonation execution module is started when the number of layers reaches a preset value; the detonating module is used for receiving an ignition signal from the controller to detonate a warhead; and the power supply module is used for supplying power to the modules.
