The invention provides a satellite-based enhanced data uplink transmission system and a ground station, and the system comprises a data center which is used for generating to-be-propagated satellite-based enhanced data; the ground station is used for uplink transmission of to-be-propagated satellite-based enhanced data to a satellite and comprises a first switch, a first coding modulator, a first L up-converter, an L-C frequency conversion amplifier and a ground station antenna which are connected in series; the input end of the monitoring device is connected between the first L up-converter and the L-C frequency conversion amplifier, the monitoring device is used for obtaining a middle ring signal and obtaining middle ring monitoring data after carrying out down-conversion operation and demodulation decoding on the middle ring signal, and the middle ring signal is a signal obtained after up-conversion and L-C frequency conversion amplification on to-be-propagated satellite-based enhanced data; and the controller is connected with the monitoring equipment and the data center and is used for determining the operation state of the ground station according to a comparison result of the middle ring monitoring data and the to-be-propagated satellite-based enhancement data.
