When oil pressure of discharged oil of a pump is increased, a plunger moves backward against spring force of a spring to open relief holes gradually. One of the relief holes is opened in advance of the other relief hole. A part of the one relief hole which is opened in advance is set smaller in width to cause no abrupt change in total open area of the relief holes in backward movement of the plunger.
