In the program of unitedly allocating power resources, firstly collecting the previous total emission power of forward compensatory channels in sector cluster; allocating the collected total emission power to the identified forward compensatory channels; setting the power of the unidentified ones in the cluster at the lowest value appointed by the system; the forward compensatory channels in the cluster obtain the latest emission power. As compared with existing technique, it can improve the control rate and accuracy of forward compensatory channels in the sector cluster, thus effectively reducing the forward frame error rate and hang-up rate of the system.
