The realization device includes: a shunt module shunting data signal waited transmitting into N channels data signal; N preprocessing modules for adjusting phase and magnitude of N channels data signal field and outputting N channels pre-twist electrical signal; a light carrier generating module for generating N channels coherent light carrier; N electro-optical modulators modulate N channels coherent light carrier for generating N channels pre-twist light signal according with N channels pre-twist electrical signal; the light coupling module couple N channels pre-twist light signal into one channel dispersion compensation signal. At the same time, a method for generating dispersion compensation signal is provided accordingly.
