A voltage is applied across the first electrode (11) and the second electrode (12) so that the first electrode (11) serves as an anode. Upon voltage application, an anion in the aqueous solution (13) is adsorbed onto the first electrode (11), and a cation is adsorbed onto the second electrode (12). In this ion adsorption step, the aqueous solution (13) is treated by a batch method. On the assumption that there is no voltage drop by the liquid (aqueous solution (13)), the voltage applied is higher than the voltage at which the solvent in the liquid is electrolyzed.
