The method comprises the following steps: (1) waste paper as a raw material is stirred in high-concentration water through a pulp kneader; (2) the waste paper is subjected to two-time jumping screening; (3) the waste paper is subjected to two-time condensation; (4) the waste paper is subjected to pulp bleaching; and (5) the waste paper is subjected to pulp grinding to obtain the pulp. In the stirring and mixing process, the method adds magnesium sulphate, EDTA, trisodium phosphate and a deinking agent for action together, thereby well removing ink on the paper; and a pulp solution is subjected to two-time filtration so as to filter out a film covered on the paper.
