The method comprises the following steps that: (1) an entrance toll station automatically photographs fore sight of the vehicle, labels time on the photograph, and stores the photograph in a memory; (2) a bar code recording entering time is printed on an entrance voucher; (3) when a vehicle passes an exit toll station, the time on the entrance voucher is read through a bar code recognizer, and the average driving speed of the vehicle between the entrance and the exit is automatically calculated to determine whether the average driving speed of the vehicle exceeds limit of the regulated speed; (4) when the average driving speed of the vehicle exceeds the limit of the regulated speed, the fore sight of the vehicle is automatically photographed and labeled with time, and is stored in the memory; (5) a vehicle traffic law-breaking note is automatically generated, stored, printed and passed to the driver for signing, and the vehicle is charged and released; and (6) when the average driving speed of the vehicle does not exceed the limit of the regulated speed, the vehicle is charged and released.
