The synchronizing signal control device comprises a pulse processing circuit and a polarity control circuit connecting the pulse processing circuit. The pulse processing circuit outputs a first signal of a first level after receiving a positive pulse signal; the pulse processing circuit outputs a second signal of a second level after receiving a negative pulse signal; and the polarity control circuit is used for processing the positive pulse signal, the first signal, the negative pulse signal and the second signal and outputting a pulse signal with a fixed phase.
