In the invention, the two evaporators are switched with each other for operation according to the ambient temperature to form a dual-heat source heat pump device; by means of heat extraction from the ice coagulation process, the evaporating temperature in case of low ambient temperature is increased so as to obtain high average performance coefficient of the heat pump; part of water in the condensed ice evaporator issolidified into ice slurry, thus achieving good flow characteristics and high heat transfer coefficient; and the obtained ice slurry can be used by an external user.
