The system in the invention makes the best of reactive power of the oxygen supply subsystem and the carbon dioxide / carbon monoxide absorption subsystem to realize forced heat exchange of the temperature reduction and dehumidification subsystem, so that the system can normally operate without electric power supply; and the temperature reduction and dehumidification subsystem adopts a refrigerant storage bottle to substitute a compressor and a condenser, thus ensuring the system to operate normally under the condition of no electric power supply.
