The medicinal composition comprises the following raw medicaments: astragalus, large-headed atractylodes rhizome, dried orange peel, dwarf lilyturf tuber, baikal skullcap root, hawthorn and radish seed. The preparation method comprises the following steps of: soaking the baikal skullcap root into water in an amount which is 8 to 12 times that of the baikal skullcap root, decocting the baikal skullcap root for 2 to 4 times and 1 to 4 hours; soaking the astragalus, large-headed atractylodes rhizome, dwarf lilyturf tuber, hawthorn and radish seed into water in an amount which is 8 to 12 times that of the soaked medicaments for 1 to 3 hours, and decocting for 2 to 4 times and 1 to 4 hours; extracting the dried orange peel for 2 to 4 times and 1 to 3 hours by using 1 percent Na2CO3 in an amount which is 7 to 12 times that of the dried orange peel; and combining the decoction, filtering the decoction, concentrating the filtrate to obtain clear paste with relative density of 1.01 to 1.05 (at 60 DEG C), refrigerating and filtering.
