A sleeve comprises a conductive inserter which is at least surrounded by an isolation part, and comprises a device which forms electric connection between an end part of the rod and the conductive inserter. The sleeve further comprises a deflector which is formed through a conductive protection cover and is designed for electrically connecting with the rod and surrounding an electric connection area between the rod and the inserter. The deflector is molded by flexible material through a casting mode. The flexible material forms a basically cylindrical bush which can be pressed on the isolation part of the sleeve with a complementary shape with a specific pressure because of the rigid function of the deflector through an end part at the same side of the equipment, thereby realizing perfect compactness between the flexible material and the isolation part of the sleeve, and ensuring reinforced isolation compactness on a whole periphery of the base part of the bush basically.
