The method comprises the following steps of: pumping deionized water into a stirring kettle; heating and stirring; adding 0.05 to 0.1 part by weight of chelating agent, a molten cationic surfactant and a greasing agent in turn when temperature is raised to 60 DEG C to 80 DEG C; stirring and emulsifying for 10 to 25 minutes and then cooling; adding 1 to 3 parts by weight of conditioning agent, 1 to 3 parts by weight of functional additive, 0.2 to 0.6 part by weight of favoring agent and 0.04 to 0.08 part by weight of preservative in turn when the temperature is decreased to 45 DEG C to 55 DEG C and reacting for 10 to 25 minutes; and cooling to the temperature of between 30 DEG C and 40 DEG C to obtain the conditioner.
