The method is characterized by comprising the following steps of: preparing a nanometer liposome suspension of the propolis flavone by a reverse-phase evaporation method, and freeze drying the nanometer liposome suspension of the propolis flavone to prepare the precursor liposome of the propolis flavone; and preparing a nanometer liposome of the propolis flavone with Tween 80 by taking the propolis flavone as cores and lecithin and cholesterol as membranes, and freeze drying the prepared nanometer liposome of the propolis flavone by the reverse-phase evaporation method to obtain the precursor liposome of the propolis flavone.
