The device is characterized in that: the liquid level in the evaporating tank and the liquid level in the storage tank are at the same horizontal position; and the rotary vane vacuum / pressurized injection pump simultaneously sucks a vaporous refrigerant and a liquid refrigerant from the input end of the rotary vane vacuum / pressurized injection pump. The device has the advantage of opening a new world for more widely using a Carnot cycle theory. Technical measures of vacuum and pressurized injection and evaporation refrigeration are taken by using the high-vacuum self-suction vaporous / liquid mixed injection pump.
