The method comprises the following steps of: establishing a transmitting-end power grid frequency simulation data model comprising important components related with frequency control of a machine set side and a power grid side; setting basic research operating points of the electric power outgoing level of a transmitting-end electric network; supposing that the safe automatic device of a direct current latch-up linkage cutting machine is correctly operated, calculating two types of outgoing channel fault forms of the transmitting-end power grid for each basic research operating point one by one to obtain a simulation result of the transmitting-end electric network; supposing that the safe automatic device of the direct current latch-up linkage cutting machine fails to operate, calculating the two types of outgoing channel fault forms of the transmitting-end power grid for each basic research operating point one by one to obtain a simulation result of the transmitting-end electric network; and according to the simulation results obtained in the steps C and D, evaluating whether the effect of the configuration scheme of the safe automatic device of the high-frequency cutting machine is good.
